Public sector pay rises beat recession

Most top public servants received substantial pay rises ahead of the world recession bringing down a veil of austerity, State Services Commissioner Iain Rennie said today.

There was also a large rise in the number of civil servants earning more than $100,000 with 4771 on that figure by the end of June, compared with 3782 the previous year.

The State Services Commission’s annual report for the year ended June records a salary increase of 5 per cent in the overall budget for all government department chief executives for the year. There was an almost 600 per cent increase in the number of senior civil servants earning more than $300,000.

Of the 4771, more than 3000 were earning less than $150,000, but there was large increases at the top end.

It shows the number of civil servants earning more than $100,000 also swelled by more than 20 per cent, which means more than 10 per cent of the 45,000-strong public service are earning more than that.

Last year five civil servants earned more than $300,000, but this year 34 earned more than that – an almost six-fold increase.

Last year the highest earning non-chief executive civil servant received between $360,000 and $369,999, but this year’s report showed the highest was on $490,000-$499,999.

A number of civil servants bosses also received substantial hikes, while most of those filling chief executive vacancies took pay cuts in comparisons to their predecessors.

Mr Rennie said the latest data – after the recession and since the end of the financial year – showed there had been widespread pay restraint lately.

Also in the $550,000-$559,999 band was the Ministry of Social Development chief executive Peter Hughes, who moved up $530,000 to $539,999.

Treasury Secretary John Whitehead received a large pay increase moving from $510,000-$519,999 to $550,000-$559,999, while Ministry of Health head Stephen McKernan moved to that band, from $500,000-$509,999. Last year’s annual report said his predecessor Simon Murdoch had been on between $510,000 to $519,999, though the since-retired Mr Murdoch received a final payout of more than $600,000.

The first non-diplomat to run the Ministry of Foreign Affairs, John Allen, received between $540,000 to $549,999. .

Most chief executives received a pay rise though three of them filling vacant positions did start on lower salaries than those they replaced.

Severe weather prompts warnings

Heavy rain and snow across central New Zealand caused problems today.

The MetService issued a severe weather warning late this afternoon, saying farmers in the lower North Island and upper South Island should consider moving vulnerable stock to shelter.

In Auckland, police warned motorists to be aware of surface flooding.

People in the central North Island and Bay of Plenty were warned to watch for rising rivers and streams and for possible surface flooding.

The Rimutaka Hill Road on State Highway 2 was closed by snow, and in the north Wairarapa at Mount Bruce driving conditions were marginal as a result of snow.

The MetService said an active front was crossing the North Island bringing rain to most areas, with snow to low levels in parts of the lower North Island.

In the Manawatu Gorge area – from Ashhurst to Dannevirke – snow and ice was reported on the roads, with high winds adding to driving hazards. The Pahiatua Track, the main alternative route between Manawatu and Wairarapa, was also reportedly closed by snow.

In Nelson, SH60 between Riwaka and Upper Takaka was closed by snow.

SH1, north of Bulls in the Manawatu, was being affected by flooding and motorists were urged to exercise caution.

A spokesman said a roof in the town had been lifting earlier in the day, but had since been repaired.

Greymouth police said high winds had been gusting in the area. .

The MetService said cold strong or gale winds were affecting parts of central New Zealand. It has got progressively cooler during the day and at 2.

Wellington has failed to hit double figure temperatures today, recording its high of 9 degC at Wellington Airport at 9am.5 degC.30pm was only 6.

A MetService spokesman said it would be slightly warmer in the Capital during the day tomorrow, but still was not expected to reach double figure temperatures. At the same time, it was sitting under 6 degC in neighbouring Lower Hutt.30pm in Christchurch.

In the South Island, it was 8 degC at 2.

Australian ‘Maori’ guru arrested

The Australian “kaumatua” behind a recent civil disobedience campaign by Maori elders was arrested last week, delaying his trial on $4.7 million of mortgage fraud charges.

Bankrupt “life coach” Shane Wenzel, who uses the name Tane Rakau, was arrested on Tuesday for breaching the peace, by police overseeing the demolition of an illegally built soundstage at his South Auckland compound.

The group claims to be a sovereign hapu, exempt from New Zealand laws, and Wenzel, a white Australian, claims tangata whenua status by virtue of having been “adopted” into the hapu.

Wenzel is the leader of a group of protesters who disrupted the high court trial of former MP Taito Phillip Field the previous month and threatened to target the homes of Prime Minister John Key and senior judges to draw attention to injustices against Maori. It’s genocide against the Maori.

He told police officers overseeing the demolition at his property on Tuesday: “You guys are practising apartheid. There’s one set of rules for Pakeha and a different set for us.

Wenzel, who is representing himself in court, said the charges would not slow the group’s protest activities.”

He was held in custody until Thursday because he refused to submit to fingerprinting, resulting in the adjournment of his 10-week trial on Serious Fraud Office charges until tomorrow.co. The hapu was preparing a campaign of “arresting” MPs and judges, and making moves to acquire the maori.

Vincent Eastwood, a Wenzel supporter who films the group’s activities and uploads the footage online, told the Sunday Star-Times the arresting officers had “committed treason” and “made a declaration of war on a nation state”.nz internet domain name.
