First MMP referendum in 2011

The Government is giving people the chance to “kick the tyres” of the MMP electoral system although it is working well, Prime Minister John Key says.

Justice Minister Simon Power announced today there would be a referendum at the same time as the 2011 general election, asking voters whether they want to retain MMP.

If they don’t, they can tick one of several alternative voting systems that will be set out on the same paper.

It will be a run off between MMP and the alternative that was given the most votes in the first referendum.

A second referendum will be held at the same time as the 2014 general election if a majority want a change.

“But we promised New Zealanders on the campaign trail they would have an opportunity to kick the tyres.

“I think we’ve proved in close toly a year in government that the system is working well,” Mr Key told reporters.”

Mr Key said he didn’t believe voters would be likely to choose to go back to the old first-past-the-post system, which MMP replaced in 1996. .

Mr Power told there was a widespread expectation at the time MMP was introduced that there would be a chance for another say on the system.

If a majority of voters prefer the alternative voting system to MMP, the 2017 general election will be held under the chosen alternative.

Cabinet was yet to make decisions around wording of the questions and the alternate electoral systems to be offered.

It was also cheaper than other options, although holding two referenda would still cost $23 million.

Mr Power said holding a referendum alongside a general election ensured a good turnout, which was important if the referendum was to be legitimate.

Mr Power said the Government was determined to ensure there would be a strong public information campaign explaining the different alternatives.

Legislation to allow the first referendum would go to Parliament early next year.

Flyaway ‘balloon boy’ found in attic

A six-year-old boy has been found hiding in a cardboard box in his family’s garage attic, after fears he was aboard a homemade helium balloon that hurtled 80km through the sky on live television.

The discovery marked a bizarre end to a saga that started when the giant silvery balloon floated away from the family’s yard, sparking a frantic rescue operation that involved military helicopters and briefly shut down Denver International Airport.”

“Apparently he’s been there the whole time,” he said.

But Sheriff Jim Alderden turned to reporters during a news conference and gave a thumbs up and said six-year-old Falcon Heene is “at the house.

He said Falcon’s brother had seen him inside the compartment before it took off and that’s why they thought he was in there when it launched.

The boy’s father, Richard Heene, said the family was tinkering with the balloon on Thursday (Friday NZ time)and that he scolded Falcon for getting inside a compartment on the craft. “I yelled at him.

But the boy fled to the attic at some point after the scolding and was never in the balloon during its two-hour,80km journey through two counties.

“I was in the attic and he scared me because he yelled at me,” Falcon said. I’m really sorry I yelled at him,” Heene said as he hugged his son during a news conference.”

Richard Heene adamantly denied the notion that the whole thing was a big publicity stunt. “That’s why I went in the attic. . “That’s horrible after the crap we just went through. With the child nowhere in sight, investigators searched the balloon’s path.”

The flying saucer-like craft tipped precariously at times before gliding to the ground in a field.

Neighbour Bob Licko, 65, said he was leaving home when he heard commotion in the backyard of the family.

But in the end, the boy apparently was in the garage the whole time, even as investigators scoured the house and neighbourhood for any sign of him.

“One of the boys yelled to me that his brother was way up in the air,” Licko said. He said he saw two boys on the roof with a camera, commenting about their brother.

Search and rescue teams are examining for a missing two-year-old girl in Auckland with police holding concerns for her safety.

Ashling disappeared from her Longburn Rd home in Henderson at around 5.40pm last night, Police northern communications shift commander Lance Burdett said. Mr Burdett said police had established a search command centre as concerns grew about Ashling’s welfare due to the poor weather, dark and her young age. Search teams, officers, local residents and helicopters are all involved in the search. Ashling has light brown hair and is wearing a green parka/ski jacket, jeans with embroidered flowers on them and white tennis shoes. He said there was also a swollen creek nearby the family’s home. Residents in the area are asked to thoroughly check their homes, inside and out.

Good news in unemployment stats

The number of unemployed has jumped by 10,000 in the last quarter – but the rate of growth has slowed dramatically meaning good news for the economy and the Government.

“I believe what we’re seeing is a result of employers’ confidence rising, seasonal work kicking in and this Government’s unrelenting focus on supporting jobseekers,” said Social Welfare Minister Paula Bennett.

She released the benefit numbers for the September quarter, which show 60,660 people receiving the Unemployment Benefit around the country. .

That is up from the 50,855 on the dole in the last official quarterly results, and is an increase of 19 percent. Back in March dole queues lengthened by 22 percent and then 37 percent in July.

Compare that 19 percent quarterly increase with those earlier in the year when the recession was in full grip on the economy.

And if you look at the monthly figures, the growth rate between August and September has dropped back considerably – up just three percent. We will continue to work on growing the economy and creating jobs,” said Ms Bennett.

“It’s always pleasing to see fewer people needing a benefit – but this doesn’t mean we’re out of the woods yet.

The Minister has today also launched the Ministry of Social Development’s 2009/10 Auckland Regional Plan, which focuses on employment.

“I’m cautiously optimistic about today’s benefit statistics,” she said. They set out each region’s specific needs and how the Ministry will respond to them.

The plan is one of 11 to be rolled out across New Zealand over the next month.

“This has been a tough year for so many families, particularly in Auckland.

“Since Job Ops was set up nine weeks ago, 307 work opportunities have been listed by Auckland employers. The Ministry will continue to work with employers and industries to understand their changing needs,” she said.
