She tests this claim by measuring the openness and inclusiveness of debate conditions in the public sphere during select time periods in Poland Chile and South Africa. Through a series of structured focused comparisons the book confirms the importance of just debate for securing gender justice. The comparisons also reveal that counterpublics in the leading institutions in the public sphere are crucial for expanding debate conditions. Police say they believe the death of toddler Aisling Symes, whose body was found last night in a drain on a West Auckland property, is a case of misadventure.

The two year old’s body was discovered in the drain last night and finally removed at 1.

Inquiry head Inspector Gary Davey earlier today confirmed the body found was that of Aisling.30am today.5m underground.

She was found 36 metres away from a manhole into the drain and 1.

The decision to re-check the drain, made at the weekend, was as a result of “other areas of the inquiry going nowhere”, he said. Concrete cutters and a digger were required to open the drain up and retrieve the body.”

However police would still keep an open mindto thepossibility of foul play.

Mr Davey said: “I believe it is more likely than not she was there from the start and it is a case of misadventure.

Mr Davey said a manhole into the drain was seen to be 8 to 10 centimetres ajar on the night Aisling disappeared.

Mr Davey said part of the police inquiry would be to establish how Aisling got into the drain.”

He said it had been raining that night with water sluicing down the drain.

However he said: “I’m sure we would not have been able to save her on the night.”

Police put their heart and soul into the hunt for the toddler, Mr Davey said.

“It would have been impossible for her to turn around if she was crawling.”

The family are distraught.

“I’m personally deeply saddened with the discovery of Aisling’s body, I truly hoped we would be able to find her alive and bring her home for the family. I know it is going to be a tough few days,” Mr Davey said. .

DRAINPIPE SEARCHES

The drainpipe where the body was found was searched up to five times before her body was discovered.

The small solace was that theywere able to grieve with the body of Aisling. The officer estimated he could see five metres either direction, Mr Davey said.

A police officer searched it twice on the night, including climbing two metres down into the drain and shining a torch up and down the drain, calling Aisling’s name with no response.

No buses as pupils return to school

The 80,000 Auckland bus passengers who have been finding other ways to get to work were joined by more than 9000 school pupils today, threatening to turn the roads into crowded chaos.

The wage row between the 900 drivers and their employer NZ Bus has kept most Auckland buses off the road since last Thursday.

Travellers had coped by switching to trains, buses provided by other companies, car pooled or brought their own cars.

The union issued a work-to-rule notice but the company said that was strike action and locked the drivers out of their depots.

An offer by the drivers to drive pupils for no pay was rejected by the company as “at best misguided and is at worst mischievous”.

But today with pupils returning after the school holidays, many of the buses used for public services last week were switched back to school routes.

Frustrated passengers have been told to go to the Auckland Regional Transport Authority (ARTA) website maxx.

Pay talks at the weekend failed to resolve the claim by drivers.nz for alternatives.co.

She said the daily subsidy of $160,000 paid to NZ Bus had been suspended while the buses were not running.

ARTA spokeswoman Sharon Hunter said it had scraped together a skeleton bus service and the trains into the city were packed.

Most of the alternative services were insisting on cash rather than pre-paid tickets.

NZ Bus provides the bulk of public transport into and out of Auckland and around the city during the day but other operators, including Ritchies, Howick and Eastern, were expected to operate as normal.

Bus passengers should be patient, Ms Hunter said.

Some passengers said last week the alternative services offered a better ride on more comfortable buses, with music and a friendly atmosphere.

Union spokesperson Karl Andersen said they could not understand why NZ Bus turned down a “bona fide offer” to drive the students at no charge.

The industrial row has been going for five months but reached a head last week. That was caused by the company lockout of its staff.

He said the work-to-rule notice would have meant minimum, disruption and would not have stopped buses taking children to school.

Four killed on roads this weekend

Four people have been killed in accidents on the country’s road this weekend, including a 16-year-old youth who died after crashing at “horrendous” speed, police say.

Andrew Nathaniel Cooper, of Nelson, was killed when he drove his ute off Maitai Valley Road in Nelson and slammed into a large tree at high speed about 5.

Detective Sergeant Kevin Tiernan of Nelson police said he had been overtaking another car at the time and was driving at “horrendously excessive speed”.15pm.

The incident left the car “absolutely munted” with the force of the crash resulting in the engine flying out of the vehicle.

He was travelling at least 100kmh in a 50kmh zone, Mr Tiernan said.

Police had spoken with the driver of the other car involved in the incident, but it was too early to say if charges would be laid, he said.

It was amazing the ute’s passenger escaped relatively unscathed, he said.

A person was killed near Warkworth, north of Auckland, when a car and motorcycle collided shortly before 7pm yesterday.

The first fatality of the weekend occurred in the early hours of Saturday morning, when James Tynan Alderson, 37, of Charleston, was killed when his motorbike crashed near Punakaiki on the West Coast.

Police were seeking help from the public about the driving of two cars about the time of the fatality.

It was not known if the victim of the crash was the motorcyclist.

“These vehicles were involved in the fatal crash in Warkworth involving a motorcyclist, and it is believed that the manner of driving of these two cars may have come to the attention of other motorists prior to the crash,” police said.

Police said they wanted to hear from witnesses to the “driving behaviour” of a white Toyota Altezza car and a silver Subaru Legacy between Auckland Airport and the intersection of State Highway 1 and Valerie Close, Warkworth.

Police were called to the accident on Wentworth Street in Gore about 3.

Early today, a motorcyclist who was not wearing a helmet died after he lost control on a bend and crashed in Gore.

It appeared the man lost control on the bend, collided with a fence and was thrown to the grass where he was found by members of the public.30am.

Second house of horrors body confirmed as Tisha Lowry

Tisha Lowry’s family say they are pleased to finally have closure after police confirmed she was the second body removed from the ‘house of horrors’.

At a press conference outside the Wainoni housethis afternoon, Detective Inspector Tom Fitzgerald said the confirmation was a ”tragic conclusion” for her family, nearly a year after she disappeared.

He did not reveal the cause of her death but said a second murder charge would be laid on Friday against the 32 year-old man already accused of murdering his wife.

“More importantly thanks for all the love and support received from our families and friends. . Manning’s body was found dumped in the Avon River on December 19 last year.”

There has been reports in the media that there were connections with the unsolved murder of prostitute Mellory Manning.

Fitzgerald said today: “There’s nothing that gives us any links with any other cases.

Ms Lowry, 28, was last seen by her grandfather when she waved goodbye to him at the Bower Tavern in suburban New Brighton on September 25 last year.”

Members of Ms Lowry’s family and her friends were present at the conference today.

PROPOSAL TO BUY HOUSE

Meanwhile, aChristchurch City Council proposal to buy the house has been welcomed by the owner of the adjoining house, who says the offer has “lifted a huge weight” off him.

Police spoke with more than 3000 people in their search for Ms Lowry, including the accused, but had no reason to suspect him at that time, Mr Fitzgerald said.

In an announcement that surprised some councillors, Parker said that after watching the removal of one of the bodies on TV on Monday night, he believed the “only resolution” was for the council to buy the Aranui house and the adjoining home on the property.

The Christchurch house may be bought by the city council because no-one would want to live there, Mayor Bob Parker says.

Edward Kennedy dies

US Senator Edward Kennedy, a towering figure in the Democratic Party who took the helm of one of America’s most fabled political families after two older brothers were assassinated, has died at age 77, his family said today.

“Edward M. . Kennedy, the husband, father, grandfather, brother and uncle we loved so deeply, died late Tuesday night [local time] at home in Hyannis Port (Massachusetts),” the Kennedy family said in a statement.

His death marked the twilight of a political dynasty, and dealt a blow to Democrats as they seek to answer President Barack Obama’s call for an overhaul of the healthcare system.

“We’ve lost the irreplaceable centre of our family and joyous light in our lives, but the inspiration of his faith, optimism, and perseverance will live on in our hearts forever,” the family statement added.

Known as “Teddy,” he was the brother of President John Kennedy, assassinated in 1963, Senator Robert Kennedy, fatally shot while campaigning for the 1968 Democratic presidential nomination, and Joe Kennedy, a pilot killed in World War 2. Kennedy had made healthcare reform his signature cause.

Yet during his close toly half century in the chamber, Kennedy became known as one of Washington’s most effective senators, crafting legislation by working with lawmakers and presidents of both parties, and finding unlikely allies.

When he first took the Senate seat previously held by John Kennedy in 1962, he was seen as something of a political lightweight who owed his ascent to his famous name.

He helped enact measures to protect civil and labour rights, expand healthcare, upgrade schools, increase student aid and contain the spread of nuclear weapons.

At the same time, he held fast to liberal causes deemed anachronistic by the centrist “New Democrats,” and was a lightning rod for conservative ire. “I think most of all it’s the injustice that I continue to see and the opportunity to have some impact on it.

“There’s a lot to do,” Kennedy told in 2006. But in 1969, a young woman drowned after a car Kennedy was driving plunged off a bridge on the Massachusetts resort island of Chappaquiddick after a night of partying.”

After Robert Kennedy’s death, Edward was expected to waste little time in vying for the presidency. He pleaded guilty to leaving the scene and received a suspended sentence.
